Are decentralized exchanges susceptible to what happened to Binance's API Keys?

Moving away from centralized exchanges will in theory eliminate loss of user assets due to hacking(i.e MTGox, Bitfinex). But what I'm trying to understand is whether what happened at Binance is an issue of centralization or something completely different?

What happens when I deposit DGB 1 legacy to Binance?

Will it be accepted? I read on dgbwiki the following

If you have read our whitepaper you will surely notice the "Buy-back and Burn" part.
Have you ever wondered how this work in detail?
Let's start by saying that the total PRDX token at the beginning is 100M.
A very limited quantity for a constantly growing market, PRDX tokens in total for the crowdsale are 75M and so far have been sold successfully to + 5,000 participants.
The market is mainly made up of supply and demand, since there is a very limited supply quantity of tokens, as soon as the request increases the price will tend to rise considerably.
What’s in it for the token holders other than initial supply?
Because the burn will result in a higher token valuation. The more tokens are burned, the higher chance of price increase.
Burning means rendering the token inaccessible to everyone (including the owner, contract creator and the user).
What is ParamountDax strategy about?
The strategy is to continually buy back and burn PRDX tokens at market rate, in this way the overall supply decreases and allows the existing token value to grow.
PRDX tokens will be bought back and destroyed permanently through burning plan ParamountDax will use this mechanism until the total supply is reduced to 65M PRDX tokens.
The burning process will start 30th March 2020, every quarter we will use 5% -10% of net profit to burn PRDX Tokens.
Why should I worry if the tokens are burned? The number of tokens I own remains the same!
Let’s dive into the valuation of the cryptocurrencies. What causes the value of the cryptocurrencies to fluctuate? The value depends on the simple function of demand and supply. When everyone wants the token (High demand), they compete with each other to buy it which drives the price higher!
But what if there is enough supply for everyone to buy the tokens? The high supply does not allow the competition to develop effectively, leading to lower price and possibly decrease in the price. If we burn half of the tokens, the total supply decreases. The demand-supply dynamic is then more likely to push the price higher!

Let's take a look at what happened to Binance Coin (BNB), one of the few exchanges that applies the "buy back and burn" process that has seen impressive growth.
Every quarter, Binance uses 20% of its profits to repurchase and burn BNB tokens.
Each burn decreases the token offer, thus increasing the token value.
It is clear that BNB token burns are creating important market moves.
